下の文章は某メルマガから引いてきた文ですが、第２段落の最初のIt is (precisely) becauseがどういう意味を表すのかがわかりません。

quake. Although the ravages of the earthquake that claimed 6,432 lives
in the port city are now hard to see on the surface, the underlying

It is preciselyはthat以下にかかるので、それ単文だと

「多くの人が命の重みと価値について知ることになった」
になります。
それにbecause以下が挿入句としてはさまるので、
「悲劇的な1995年1月17日という日に数知れぬ涙が流されたからこそ、多くの人が命の重みと価値について知ることになった」
でいいのでは？
