この文は、仮定法の倒置とされています。これを通常文に戻すと、

If heavy rain were to fill this manhole and water to get into the wires,More than a thousand customers of the telephone company could go out of service.

となるのでしょうか？

ただ、条件節を文頭に移動する理由もないので、
More than a thousand customers of the telephone company could go out of service, if heavy rain were to fill this manhole and water to get into the wires.

そうですよね。何か引っかかります。waterを不定詞の意味上の主語と捉え、「水が回線に入る」と無理やりに訳していますが、合っているのか自信がありません。

と and で並列になってるように見えるんだけど....

はい。長いですし、読みにくいなと思うんですけど、ネイティブが別段、問題視もせず、その２文で同じことを言っていると言っています。

条件文の if節は、よく文法事項として、単なる文体として if を省いて動詞を主語の前に置く〈倒置〉を覚えるように言われますが、この場合、〈強意の前置〉が起きているんですね。

普通の〈前置〉の際に〈強意〉があるのは文末に残される部分ですが、主に口語体で、〈強意の前置 fronting〉もあって、この場合も後者ということで、答えてくれたネイティブも賛同しています。

〈強意〉というような、少々感情が入る部分では、このように普通とは違う語順になるケースはいろいろとあるようですね。
