英字新聞の記事について

With child poverty a problem in the country, the surevey result suggests that
many low-income earners are struggling even to ensure sufficient food for their children.

この a problemのところにくるのは、辞書によると
形容詞、副詞、分詞、前置詞句だけなのはずなのですが、a problemは名詞ですよね。
こんなことは英文ではよくあることでしょうか？まちがいとはいえないですよね？

とが同格の並列になっています。
英語では極めてよく見られる表記です。

分詞構文でbeingが省略されるのと同様に、ここでもbeingが省略されていると考えれば分かりやすいと思います。
