"in the summer"が「特定の夏」の意味だけではなく「不特定の夏」の意味でも使われることは下記のような解説で確認できます:

あたくしが調べました限りでは、「不特定の夏」の意味では"in summer"と"in the summer"のどちらが正しいのかという質問に対して、イギリス英語では"in summer"、アメリカ英語では"in the summer"が一般的であると多くの英語ネイティブが回答しており、この違いは、「特定の病院へ受診などの目的で行く」がイギリス英語では"go to hospital"と無冠詞にするのが普通であるのに対して「受診などの本来の目的以外の理由で病院を訪問する」は"go to the hospital"と定冠詞を付け、一方アメリカ英語では、受診のためであろうと医薬品の売り込みであろうと、とにかく「病院へ行く」は"go to the hospital"と表現するのが普通であるのに似ていると指摘している英語ネイティブもいます。

アメリカ英語とかイギリス英語とか申しましても、それぞれ地域差とか個人的な趣向の違いなどがありますので、アメリカでは絶対にこのように表現するとか、イギリスでは絶対にこうだというような事は言えません。

回答No. 3でご紹介しましたいくつかの語法解説サイトでは、英語ネイティブの多くがどちらでも特に違いはないと回答しており、また、特定の夏の場合は定冠詞が付くと解説している人ももちろんおります。

アメリカではどっちも使います。

でも、特定したいときは in the summer のみです。
例えば、It rains a lot in summer. It rains a lot in the summer. は、どっちも使いますが、
He will visit us in the summer.　この夏に彼は私達のところへきます。

in(during) summer: 夏には(一般的に）

the が付くと、特定の夏になります。

両方とも正しいので、これをテストに出題する先生はダメですね。

　アメリカ英語: in the summer

in summer は特に限定しない季節としての夏ですが、in the summer はある特定の夏を指している場合に使います。
