I hear the governor is on “complete bed rest”. She’s been dealing with both Corona and the Olympics for over a year, so she must’ve been exhausted physically as well as mentally.

complete (or absolue) bed rest に前置詞のonがつくのは、「絶対安静中」の「中」の意味です。I'm on diet (ダイエット中）の on と同じです。

I've been doing a difficult response to both Corona and the Olympics for over a year, so I'm d likely to have overdo it not only mentally but physically.
