英語詳しい人に聞きます。
quite a fewで「非常に多くの」になりますが、これはno less than「～も」みたいなニュアンスですよね?
例えば直訳では少ないにしか見えないですが、少ないに否定の前置詞や副詞をおくことで意味変わる的な。

わたしにはちょっとピンとこないのですが……
この成句は英語のサイトでも、話題にされています。

なぜ正反対の意味になるのかに関しての
決定的な説明は見つかりません。

ふたつの説明が出てきます。

・イギリス特有の控えめな表現。
>I think this has a lot to do
>with the British tendency to understate everything.

>“Quite a few” helps moderate one’s speech

それほどでもないと、実際より程度を抑えた言い方。

この最後の例ですが、
日本語でも似たようなのがありますよね。
「昨日の夜、ちょっとビールを飲みすぎて」
実際には飲みすぎているのだから、「ちょっと」じゃなくて、
「しこたま」飲んだということ。

最後のリンクに出てくるのですが、
サイクロンの警報が出ているにもかかわらず、
海岸には quite a few people がいた、という例文。
これは人でこみあっていたというわけではなく、
思いのほか、人が多かったという意味だそうです。

この感覚を日本語にする場合は、
かなり多い、相当数の、けっこう多い、といった表現が
使えると思います。
