英訳なのですが、難しい文章でイマイチわかりません。。。

次の英文を加えてください。

硬いかなあ。装置の向上になってしまうよ。
The sec. merit is we can improve the emergency facilities.
次の文はよく意味が分からないね。
The number of yearly emergncy-hospitalized is roughly 4.3m,
and if we impose 10,000 per person, the total is 43b,
which would enable us to 設備の充実。
てな風にすっきりさせてはどうですか。
