・It is the laborious and painstaking men who are the rulers of the world.There has not been a statesman of eminence but was a man of industry.

・The true genius is a mind of large general powers, accidentally determined to some particular direction.

・No man of science is likely to achieve anything great,unless he brings to his work a zeal comparable with that of religion,and unless he is prepared to follow truth wherever it leads him. But zeal without strict discipline of the intellect will get him nowhere.

It is the laborious and painstaking men who are the rulers of the world. の部分は、単語の意味さえ分れば訳せるので、ここでは省きます。

次の、There has not been a statesman of eminence but was a man of industry.　という文で注意すべきは、has not been という部分。
それと、not ... but という構造であること。
a statesman of eminence は「傑出した政治家」

特に訳す上での問題がある文章とは思えません。

この文における mind は「人間」という意味ではないかと思われます。前に genius という語があるので。
large general powers の powers は「能力」、general powers で「一般的な能力」もしくは「普通の（ありきたりの）能力」と理解しました。
後半は問題ないでしょう。

man of science はお分りかもしれませんが、「科学者」ですね。
初めの文には unless が2箇所あります。
初めの unless 以下は、he brings to his work/ a zeal/ comparable with that of religion と区切ることもできそうです。
comparable with that of religion の that は、前に出ている zeal のこと。
直訳すれば、「宗教的熱意と比べられる熱意」。

次の unless 以下は、he is prepared to follow truth wherever it leads him となっている。
follow truth は「真実を追い求める」で、it leads him の it は truth でしょう。

以上を考慮して、内容が分る程度に意訳すれば、「宗教的ともいえる熱情を持って真実を追い求める科学者こそが、偉大な成果を得るのだ」となるわけで、原文は、それだけのことを、もって回った表現をしているということになります。

最後の But zeal without strict discipline of the intellect will get him nowhere. は、むつかしい文ではないでしょう。
get him nowhere は、「彼をどこにも導かない」ですから、「ただし、情熱とはいっても、厳しく鍛錬された知性のないそれだけでは、まるで役に立たない」とでも訳せるでしょうか。
