倒置で強調すれば
Not until the 1970s did they produce it.
となります。

だから強調構文的な
It was not until ...
をさらに倒置にするという発想はありません。

まだ実例を見たことはないけれど、語順はそれで間違いないと思う。

覚えておけば、今後万が一そういう構文に遭遇した場合に、慌てず
に済む。
