There are many people who believe themselves to be fundamentally humane and actually behave as humanitarians,but who,if changed circumstances offered occasions for being cruel,would give way to the temptation with enthusiasm.Hence the vital necessity of avoiding war,whether international or civil.
これ学校の宿題で出題されたんですけど、本当にちんぷんかんぷんです。文の構造もまともにわかりません。

（どんな人々かと言うと）その人々は自分を本質的に人道的だと信じている

and actually behave as humanitarians,
そして実際、人道主義者として振舞っている

but who, if changed circumstances offered occasions for being cruel, would give way to the temptation with enthusiasm.
しかし、もし環境が変わって残酷に振る舞う機会を与えれば、熱狂とともにその誘惑に負けてしまうだろう（というような人々だ)
