とあるTOEICの文の構文解析について教えてください。

和訳：
工場のエネルギー消費量の40%は空調に使われています。相当な量ですよね。
組み立てラインの設備で消費されているのとほぼ同量です。

ダッシュ"―"以降の補足情報 ですが、これは文ではなく副詞句のような役割でしょうか？
それともIt isが省略された文でしょうか。
※Itは前の文での「空調で40%のエネルギーを消費している」という事を指摘。

あと後ろの接続詞asの「what's consumed」のwhatは「the factory's energy use」を指しているで合っておりますでしょうか。

That's以下の文は、省略されていて、本来ならばこういう文だと思います。

That;s quite a bit of energy. It is almost as much as the energy consumed by the assembly line equipment.

What は、the factory's energy use ではなく（というのは、energy use が consume されるというのはおかしいですね。energy が consume されるわけですから）energy を指していると思います。

個人的には "that's" の後の "quite a bit" の補足説明文なので言うなれば "that's" の繰り返しを省いていると捉えています。
