回答者がいろんなこと言ってますけど、as は「～が～の”ように”」で、so はこの as句と比べた上での強意的に使われて、"So do I" と言うのと同じ用法だと思います。古風な言い方だそうですが、響きが好きだと回答者が言ってますね。

その直前の文でフランス語やロシア語の役目がすっかり落ち目だと言っているのに呼応して、それが地理的にもそうだし、活動の場としてもそうだ。と言っています。with はごく普通に〈付随・付帯〉とか〈関連〉のように考えていいんじゃないでしょうか。

否定的語句を前置したら、代名詞でも倒置させると聞いています。
