この英文の訳が
「私たちにできるのはせいぜい、事態を悪化させないことです。」ということですが、
[not]と[make]の間に《that best thing》という様な感じで
The best thing we can do is not 《that best thing》 make it worse.
thatと主語が省略されているという事でしょうか。
文の構造が分かりづらいです。

文の構造は次の通りです。

[①The best thing we can do] [②is] [③not make it worse]

①が主語で「私達ができる最善の事」
②がbe動詞
③が補語。これは本来 to not make it worse (また not to make it worse)　「悪くしないようにすること」という不定詞の名詞用法ですが、このような文型,すなわち S＋V(be動詞)＋C（補語）の場合に限り to を省略することができます。

２～３例を挙げてみます。

All you have to do is (to) apologize. (君は謝りさえすればよい。）
What is important is (to) work hard for any job. (大切なのはどんな仕事でも一生懸命に働くことだ）
