My husband is an account executive for a large company. He earns a good salary and travels frequently on business. He has to pay all of his expenses out of his own pocket and then submit expense reports for reimbursement. He is supposed to submit the forms at the end of each month for payment at the end of the following month. It's tight for us, but tolerable.

Be supposed to ~ は、日本語で言うと、「〜することになっている」です。

彼はその（経費精算）用紙を、翌月末の支払い(正しくはReimbursementという、経費返済金の方がわかりやすかったと思うのですが）を受けるために、毎月月末に提出することになっています。この方法は、私たちにとってはきついですが、耐えることは可能です。

彼は毎月月末に精算書を提出して、翌月末にに払い戻しを受けることになっています。

それ（最大2ヶ月の立替になる経費精算のサイクル）は、我が家にとって厳しいですが、（そのサイクルが守られるなら）なんとかなります。
