答えは2番で納得はできますが3番がダメな理由がわかりません。

のように、最初がWhat なら、
「白いシャツの人をどう思いますか」という文が成りたちますが、
最初の語は who なので、３番ではだめです。

あくまでも、Who is the person on the white shirt?

という疑問文に、do you think が挿入された文型であるからです。
