　　(毎回)嫌なことや義務的なことを必ず〜するようにしている(or 忘れないで〜するように気を付けている)
〇　make it a rule
　　(嫌なことや義務的なことには限らず)必ず〜することに決めてある

いずれ「～することにしている、～するように努める」ですが、使われている単語に着目すると微妙な訳し方の違いがあります。

make it a point to do=make a point of doing
後ろの動名詞を使う熟語の方がよく見られます。
意味的には「～することにポイント(主眼)を置いている、～を重視する」と捉えられます。
e.g.
He makes a point of taking light excercise before going to bed.
彼は就寝前に軽い運動をすることにしている(＝軽い運動をすることを重視している)。

一方の
make it a rule to do
「～することを習慣(ルール)としている」
e.g.
She makes it a rule to get up early hours every morning.
彼女は毎朝早起きするようにしている(＝早起きを習慣としている)。
こちらは口語としては、as a rule(概して)、generally(一般に)、usually(通常)を使うのが普通のようです。
=She usually gets up eraly hours everymorning.
