は、
「　外国製の車は、２０年前の4 分の 1 未満に比べて、「10 分の 4」が、　USで　売れた」

でしょうか。
あるいは、

「　USで　売れた「10 分の 4」が、２０年前に比べて、4 分の 1 未満が外国製だ。」

でしょうか。

いずれにせよ意味がよくわかりませんが。

as (it is) compared with で、as が省略された慣用表現だと思います。

( as ) compared with/to ～：～と比較して

four in ten cars sold in the United States (アメリカで販売された車の10台中4台が)
are foreign makes（外国製）
compared with less than a quarter twenty years ago（20年前は4分の1未満だったのに比べて）

という構造になっています。
