アメリカの政府を指す単語について

アメリカの歴史について。

南北戦争の原因には「奴隷制度」が挙げられますが、

Lincoln saying that slavery was wrong, Douglas saying that the states should determine whether they want to allow slavery or not.
There is this constant tension in American politics – in American history between the power of the federal or national government and the power of the individual states and their governments.

という文章がありました。Lincolnは、もちろんAbraham Lincolnの事で、Douglasは、Stephen Douglas
は民主党大統領指名候補。共和党候補者のLincolnに敗れた人です。


この当時のアメリカの政治の中で”絶え間なく続いた緊張感”とは、「the power of the federal 又はnational government（連邦政府）」 と「the power of the individual states and their governments（個々の州の政府）」との2者との間であったと書いてありますが、

"the federal "　と　" national government "を違う単語で表すのは、意味や使い方に違いでもあるのでしょうか。

こんにちは。

すでに回答が出ていますが、ここではなぜ federal government とだけせずに、federal or national government になっているか、というと、後の、individual states and their governments　との対比と考えられるのでは、と思います。つまり、

federal VS individual　states
national governments VS their （つまり　states） governments

という対比です。

　両者が　or　で結んでありますから、意味は同じです。今なら Washington も同義語の一つです。
