No.3さんと同意です。"returnee" とは長期間よその滞在から戻る人、たとえば海外に駐屯していた軍人、などの意味があるのでぱっと「帰国子女」とは結びつかないと思います。

また「4人」が何者なのかも指定するか、文脈上既に指定されていないと若干不自然な文章に感じます。

Out of the four students, two have experience living abroad.
Out of the four of them, two have experience living abroad.
Two of my four colleagues have lived abroad before.

などなど

Two of the four persons are the returnees who spent their childhood overseas.

Those who lived abroad when they were kids.
とか言わないと一般的には意味が通じないでしょうね。

英語のreturneeという表現だけでは、帰国子女という概念はありません。

「帰国子女」は「戻ってきた人」という意味の returnee となります。
