the がついている点では形容詞的用法っぽいです。

chance to なんかは同格と言えますが、monument なんかは単なる「〜するための」でしょう。

いつも申し上げるように
「〜するようにと手続きを始める」
「〜するための手続きを始める」
特に意味に違いはありません。

the ですが、
have the kindness to
みたいな決まった表現じゃなく、
普通に procedure の後に不定詞の形容詞的用法が続くわけではありません。
