名詞用法で良いそうです。

Micheal SwanのPracitcal English Usageにthinkの使い方としてまれな言い方ではあるが
To be is occasionally used before the complement（suggesting objective judgement rather than sujective impression), but this is very unusal.
To beは時には補語の前にどちらかというと主語と言うより目的語として使われてる。稀な言い方。
They thought him to be a spy.

In more normal styles, that-clauses are prefered after think
通常のスタイルではthat節がthinkの後にくるほうが良い。
　We thought that she was fascinating.
　We thought that he was a fool.

However, the passive equivelent of the object + complement structure is reasonably common, with usually with to be.
しかしながら、受動態と同様な目的語＋補語の形態をとるのがもっとも一般的で通常tobeが伴う。
　She was thought to be a terrorist.

To beを目的語としてplus補語 a terroristの形態をとるとしてる。 to be a terroristは受動態be thoughtの目的語と言っているので名詞句となる。
