直接話法の
Emi said to us,“Let's go to the sea.”
という英文を、間接話法に直した、
Emi suggested that we should go to the sea.
という英文は、
Emi suggested to us that we should go to the sea.
とも書き換えられるんでしょうか、？？

shouldはなくてもいいです。

Emi suggested we go to the sea.

でも、文法の問題なら正しいかは分かりませんが、普通は

Emi invited me to go to the sea together.

と言います。

suggest する相手（間接目的語）はふだんなら省略するでしょうけど、質問にある内容を正確につたえるには、省略せずにそう書き換えられたほうがいいと思います。

話す相手 to us をいれることで we が Emi の聞き手であることがわかります。さらに、with Emi を文末に入れると、海へ行く参加者に誰をいれるかがハッキリすると思います。

Emi said to us, “Let's go to the sea.” は参加者が Emi + we

Emi suggested that we should go to the sea. 参加者が we だけ
Emi suggested that we should go to the sea with Emi. 参加者は we + Emi
Who are we? という疑問がわきますね。

Emi suggested to us that we should go to the sea with Emi. 参加者は we + Emi で we は Emi が直接話しかけた相手
