“you would like carried ashore” だけでは意味をなしませんのでその前の the luggageを含めた①で説明します。

①　the luggage you would like carried ashore.
　　①の元となっている文は次の②の通りです。　②の文の中の would like の部分は want の丁寧な言い方で意味としては③と同じです。

②　you would like the luggage carried ashore.

③　you want the luggage carried ashore.
　　③の文の中で "want + 目的語 + 過去分詞" は「～を～してもらいたい、～を～して欲しい」と言う意味で下のサイトの want の項の下の方に説明があります。なので③の意味は『あなたは旅行カバンを陸揚げしてもらいたい』となります。

多分"carry ashore"の意味が理解できないということだと思いますが、次の英文でご説明しますと、「日本に入国する際に持ち込む(carry ashore)つもりの品物(items)だけ通関の際に申告すれば良いのです」ということになります:
