試験での解答なら、教科書で教える文法に忠実である必要があるので、質問文の「What time the next train will come at this station?」では不正解だと思います。

「at this station?」が固定であれば、上記文章を修正するなら動詞はarriveになると思います。

文末が「at this station?」で「next」を使用という条件なら、
Is the person next to that idiot looking at this station?
とかでも良いんですかね…

その文章で普通に通じると思います。

文法的にいうと、willの位置が前にあって、atはtoにしたほうが自然です。

What time will the next train come to this(the) station?

それでも通じますが、間違いです。

What time will the next train come to this station?
What time will the next train reach this station?
What time does the next train reach this station?
あるいはいっそのこと
What time does the next train arrive?

will じゃなくて does にしているのは、時刻表通りに何時に電車が来るかが決まっているときには、未来形じゃなくて現在形にするのが普通だからです。

さらに this station を入れなくても、それについてしゃべっている人と相手は「この駅」にいるのですから、arrive とだけ言えば arrive at this station　ということは当然のことだから、言う必要がありません。
