that節の時制

that節の時制についての質問です。
次の文で、saysを未来形にしたときを考えます。
　He says that he wants to hire an assistant.

このとき次のどちらが正しいのでしょうか。
１．that節にwillを入れる
　　He will say that he will want to hire an assistant.
２．that節にwillを入れない
　　He will say that he wants to hire an assistant.

できれば詳しく説明していただけるとありがたいです。
※持っている文法の本には書いていないようでした。

何か機械的に英文が生成できるような捉え方をされているのでは…と危惧しているのですが。
時制の一致のように自動的に英文が決まってくると考えておいででしょうか？

先ず文法規則の話をしますと、主節が現在形または未来であれば従属節は従属節の時制に制約はありません。

Sequence of Tenses

If the verb in the principal clause is in the present or the future tense, the verb in the subordinate clause may be in any tense, depending upon the sense to be expressed.

He says that he is fine.
He says that he was fine.
He says that he will be fine.
He will say that he is fine.
He will say that he was fine.
He will say that he will be fine.

したがって　He will say that he will want to hire an assistant.もHe will say that he wants to hire an assistant.も
どちらも有りえます（文法的には、です）

あとは、そのセンテンスで何を伝えたいかです。彼が言うことも未来、アシスタントを希望することも未来なら1。
彼はいつもアシスタントを希望しているのだが、その希望を言うだろうなと予測するのなら2です。
