の how は　why の意味に似ています。

しかし、　私は　”如何にすれば”　インターン全員が町の外から来て（町以外の出身で）、この地域になじむつもり（意志）が無いのだろうと考えていました。

つまり、”何でだろうね？”　という素朴な疑問を　how で表現しているものと思います。

how 以下（how 節）が think about の目的語になっています。

「いかに～か」という間接疑問（疑問詞節）とも言えますし、
「～する方法→～する具合・する様子」という関係副詞節とも取れます。

さらには that 節「～ということ」の代わりとも言えます。
about の後に that 節は持ってこれないので、
the fact that とか、the way (that) の代わりに
how 節にしたものとも言えます。
