there ever could be.の部分は「現れえるかも知れない」って変な風に訳してしまいます。
You're the best friend I've ever met.になると「今まであった中で」と解るのですが、、、。

①That was the best thing I could ever have imagined.　→　それは私がそもそも想像できうる最善のものであった。

（everはimagineを強調。　またこの文が　I could ever imagine. であってもその違いは日本語に訳出出来ないくらい些細です。）

②　That was the best thing I could imagine.　→　それは私が想像できうる最善のものであった。

③　This is the best thing I can ever imagine.　→　②の現在形 (everはimagineを強調）

You're the best friend there ever could be. は直訳すれば『貴方はそもそも存在しうる最善の友人である』です。それをもっとこなれた日本語に訳すのは貴方自身です
