前文のatも後文のafterもsupportとdonationという名詞に掛かっているので、細かな事を言えば副詞句と言うよりは形容詞句です。

atには普通、場所か時が続きます。Great East Japan Earthquakeそれ自体は場所でもなく時でもなく出来事なわけですが、この文を読むと at the Great East Japan Earthquake は「東北大震災の時の」というように頭に入ってくるので at (the time of) the Great East Japan Earthquakeのthe time of が省略されたものと考えたらいいと思います。このthe time of がなくとも何ら違和感はありません。
