There was a phone call from someone whose member you didn't recognize,so you didn't answer it. However, it was from someone inviting you to a party. You could express your regret by saying: I could have joined the party had i answered the phone yesterday.

誰か (someone) から電話 (phone call) がありましたが、知らない番号だった (number you didn't recognize) ので、出ませんでした (didn't answer it) 。しかし、それはあなたをパーティに誘う誰かからの電話でした。そういう場合に、あなたが遺憾（残念、regret）だという気持ちを表す (express) とすれば（could)：「昨日その電話に出ていたら、（私は）そのパーティに参加できたのになあ。」（と表現できます）

誰かから電話があったが番号を知らなかったので取らなかった。
However, it was from someone inviting you to a party.
しかし誰かがあなたをパーティーに誘っていた。
You could express your regret by saying:
あなたの後悔はこうやって表現することができる。
I could have joined the party had I answered the phone yesterday.
もし昨日電話に出ていたらパーティーに参加できたのに。

recognize＝(はっきりと)知る、認める
However＝しかし、でも
invite＝誘う、招待
express＝表現、口に出す
regret＝後悔
could have +過去分詞＝〜できたのに(could have joined＝参加できたのに)
