比較級は、Osaka has more bridges than any other cities in Japan.

最上級は、Osaka has the largest number of bridges of all cities in Japan.

　これも正しいようですが、下記のように"largest/greatest"を用いる方が普通なんだろうと思います。ただし"the most number"とすると誤り:

"largest/greatest" is a lot better.
