ＶＯＡは現在も著作権フリー？

昔，Voice Of Americaの文章はパブリックドメイン(著作権フリー)だと聞いた覚えがあるのですが，
これは現在でもそうなのでしょうか。
ＶＯＡのＨＰには，著作権について以下のような記述があり，二次利用する際はリクエストが必要，のような気がするのですが・・・

VOAは政府機関なので、VOAが自分で作成した著作物はフリードメインになるようです。

でも、すべてのコンテンツを自前で作っているわけではありませんから。他の人が作ったコンテンツには作った人の著作権があります。
