「どの程度（まで）」という意味の場合は、[to] が無いと文法的に間違いです。

[to what degree] よりも、むしろ [to what extent] の方がよく使われています。
例）To what extent can he be trusted? 「彼はどの程度まで信用できますか？」

「かなり」の意味のto a large degree （文字通りには「大きい程度に」）のように degree を使います。

従って文法的に正しいです。

"to what degree"で「どの程度まで」という意味になりますので必要だと思います。
