We know the time when something will stop is a time in the future when the action that you're talking about will stop. We use ''by" to show the time that something will be the latest that it will happen.

正しいですか？　「何かが最後になるという時間」？

そのあとのthat it will happenはどこにかかるのでしょうか？

「We use ''by" to show the time that something will be the latest that it will happen. 」ですが、 「that it will happen 」は「the time 」を修飾すると考えては？

「我々は ”by" を使うことによって、それ(something) が起きる時間の中で、それ (something) が最後（のもの）になる時刻を示す。」

「時間」と「時刻」を使い分けています。latest と that の間に「, 」があれば良かったと思います。また、the latest ですが、the latest one と、one を補ってもいいですね。

２番目の英文はネーティブが書いたとしても、どうも書き間違えのように思います。

正しくは次のようにすべきです。

We use "by" to show the time something will happen will be the latest.

これであれば「何かが起こるであろう時が最も遅いであろうことを示すためにby を使う」となりスンナリと受け入れられます。

その時間を示すように　by　を使います。
で、その時間とは、that something will be the latest
「何かが最後になるという時間」ですね。

でthat it will happen　は、something　にかかります。
