ebayでの買い物・やり取りについて

この前初めてebayで買ってみようと思い立ち、あまり何も考えないまま落札してしまいました。
オークション形式ではなく、ショップの提示価格で買いました。
その後、すぐにpaypalで支払いをし、よくよく商品ページを確認してみたら、
Shippingの欄で
　　Paypal payments for items selling for $250 or more with unconfirmed addresses will not be accepted - please confirm your address with Paypal before sending payment. We ship to APO Boxes. Shipping cost noted above (at the very top of the page to the right of the item thumbnail image) is for the 48 contiguous states only. For Alaska and Hawaii bidders, please contact us using the "Ask seller a question" link at the top right of the page in the "Seller Information" box. Alaska/Hawaii bidders, please DO NOT go through the checkout process at the end of the auction without first contacting us. とあります。(Shipps toの欄がWorld wideなのは確認しています）
私の理解が正しければ支払いより先に住所を店側に送り、正しい送料を確認してからpaypalを使うようにしろと書かれていると思います。価格は470ドル＋送料80ドルでした。

たぶん自動送信の確認メールでは、
注文の詳細と、Please send me your shipping address and payment. The following payment methods are accepted: Visa/Master Card, American Express, PayPal
という文がありました。来たのは支払いの20分後くらいでした。

この場合、住所等を相手に送ってもう一回送料を確認し、追加で払うべきなのでしょうか？

英語はちょっとだけなんとか読めるくらいで、書き方はわかりません。
相手に送るとすればどのような文を送れば良いでしょうか？

質問者さんの解釈であっていますよ。

差額清算する意思をしめせば、出品者も安心すると思います。

上記Shipping欄の内容は、

金額$250以上の商品売買のPaypalによる支払いは、Paypalの登録住所が"Unconfirmed"(未確認)"のステータスの場合は、受け付けられません - Paypalで支払いをする前に、必ずPaypalの登録住所を"Confirmed (確認済み)"にしてから、支払いをして下さい。

という文面で始まっています。
ここで記載されている"Unconfirmed"(未確認)","Confirmed (確認済み)"の住所というのは、一部の国のPaypalで利用されている機能の一つで、Paypalの規定に基づく認証プロセス(クレジットカードを登録し、Paypalがクレジットカードとその住所を元にPaypalの登録住所を認証するなど)で認証されたアドレスは"Confirmed"と表示されるようになる仕組みです。確か、Japan Paypalにはこの機能は無かったと思います。

売り手の方が利用している国のPaypalの規定により、Seller Protectionを受ける為には、「商品はConfirmed Addressの住所へ発送した場合のみ」という規定がある為にこの条件を付けているのかもしれません。

まずはJapan Paypalには(アメリカ、イギリス、オーストラリアなどで使われている)住所の認証機能(Unconfirmed, Confirmed)が存在しない事を売り手に説明し、Paypal登録の住所が正しい住所なので、そちらへ配送してもらえるかどうか？と尋ねるメールを送る事をお勧めします。

私は、Japan Paypalのアカウントを利用していますが、このアカウントには上記で説明されているような「アドレスの認証機能(Confirmed)」がありません。
Paypalで登録している以下の住所が、商品の送付依頼先になります。

　　住所: <Paypalに登録している住所>

以上の方法(支払い、送付先)で何らかの不都合があります場合は、早急にご連絡下さい。ご連絡が無いようでしたら、<支払いを予定している日にち:例　5月19日>までに、Paypalにて残りの代金をお支払いします。

Hello. The shipping costs is OK.

I am very sorry for the delay. Our supplier ships direct to our customers on our behalf.

Due to the recent disaster in Japan, these items are currently on backorder from our supplier. All orders are now scheduled to ship on or before June 10, 2011. I am aware that you may be in the affected area, but we have processed many orders within the past two weeks, and the product manufacturer is still back logged.

送料はあっていたようで手間が無くて安心しました。
まだ届くまでちょっとありますが・・・。
確認ができてよかったです。詳しく教えていただきありがとうございました！

詳しい説明をありがとうございます。Paypalの日本でやってない機能があるとは知りませんでした！実は送料も最初に提示してあるのを送ってしまっていたので、そこを変えつつ送ってみたいと思います。
