dareは助動詞でもあるので,

He had dared propose to the prettiest girl in our town.

で良いかと思います。

回答ありがとうございました。ただ、調べてみたのですが、dareが助動詞として使われるのは疑問文と否定文の場合にしかないようです。

=He had ( courageously ) ( proposed ) to the prettiest girl in our town.

とでもするしかないですね。括弧の数あってますでしょうか？to the prettiest girlのところも単語の抜けはありませんよね。
