と訳しましたが、opposed to以降の訳をどういうふうに扱えばいいかわかりませんでした。

「しかし、支出を抑制する（予算案が）発議されて米国議会を通過することに望みを託せる見込みや、増税を阻止する見込みや、あまり知られていない妥協案に賛同する見込みはほとんどない。」

は分詞構文です。主節がitやthereのような形式主語の場合は従属節の主語は主節と同じである必要がない。

すれば、

there is little reason to hope that the initiative will make it through a US Congress (who is) determined to rein in spending, because/since/as the US Congress is opposed to raising taxes and not generally known for a willingness to compromise

アメリカの議会は増税に反対で、一般的に妥協するとは思われていないが故に、その首唱は支出の手綱を締めると決めた議会をうまく通り抜けるであろうとする希望などほとんど意味をなさない。

が、直訳となる。
