「It … that節」の中の時制の一致は？

They argued it was desirable that the proposition be examined in detail before they proceeded any further.
（彼らは、事を進める前に、まずは提案内容を詳しく調べることが望ましいと主張した。）

上の文は多少簡素化していますが、本にある例文です。
it was desirable that ～ の that節では「…せよ」という命令文で用いる“動詞の原型（本例）”や「…すべき」という場合に用いる“should”を用いて、過去とか現在とか未来とかの時制がない内容であることを示しています。しかし、その必要条件を言っている before they proceeded any further が過去形なっているのはなぜですか？
it was desirable との時制の一致がこの位置で復活するのですか？
もし、it was desirable が無い文なら、The proposition should be examined in detail before they proceed any further.
と、 proceed は現在形ですよね。

こういう英語を見ればわかると思います。

until 節は不定詞の wait にかかります。

wait 自体、to とつながる原形であっても、
until 内の動詞はその原形にしばられるわけでなく、
asked という全体の過去と一致します。

ここでも、before 節が be examined という動詞部分にかかるにせよ、
そういう原形に縛られるものでなく、時制は全体の動詞との関連、
ここでは argued - was という過去と一致することになります。

desirable という形容詞が、いわゆる要求・提案などを表す動詞と同様に役割を果たして、
that 節内は (should) 原形です。
その that 節内に別の接続詞が入り込む場合、その動詞まで原形ということはありません。

主節と従属節の2つのセンテンスの上に構文は成り立つと考える。

それ以上の節は考えない。質問をわかりやすくするために、前からでなくあとの文から構文を考えてみます。
下記の主節と従属節の文章のカッコ内のbe動詞を適切な時制で表せ。という質問であれば、

The proposition ( ) examined in detail before they proceeded any further.

before～の従属節の時制が過去形であれば、主節の時制は、過去形または過去完了形である。故に、”was”または、”had been”が正しい答えとなる。
↓
The proposition was examined in detail before they proceeded any further.

この文書を「It＋be＋形容詞＋that　~」の構文にすれば、

It ( ) not odd that the proposition was examined in detail before they proceeded any further.

be動詞はis（現在）またはwas（過去）でも,未来形の”will　be”のどれでも良い。何故ならば、itはthat節の仮主語であるために、主語となる名詞節の時制とその後に続く主文の時制は一致する必要などない。

It will be/is/was not odd that the proposition was examined in detail before they proceeded any further.

現在形として構文を考えて、それをthey argued thatの間接話法になおせば、

It is not odd that the proposition was examined in detail before they proceeded
any furhter.
↓
They argued that it was not odd that the propsition was examined in detail before they proceeded.

主語の時制が左右される必要はないはずです。

”it is odd that the propsiiton was examined in detail before they proceeded."

形容詞のoddがdesirableになればthat節の主節はshould＋原形動詞（英国英語）にならねばならぬという法則であれば、

It is desirable that the proposition should be examined in detail before they proceeded.

米語であればshould+原形動詞の代わりに原形動詞のみ

It is desirable that proposition be examined in detail before they proceeded.

ということなのかな？
