以下の文章は、どのような和訳になりますか？
特に、not~scrapの部分がわかりません。

The basis for the state registration of paternity proof is:
the joint statement on paternity proof of the father and mother of the child, not consisting among themselves in scrap at the moment of the birth of the child;

scrap - the voluntary union of the man equal in rights and the woman, concluded in established by the law the procedure for creation of the family, generating the mutual rights and obligations of spouses

scrapとは親権に関する法律用語で、男女が自発的に一緒になり、法的な夫婦の義務を遂行する対で家族を構成する、夫婦(the husband and the wife)を意味するようです。

すると、

子供が生まれた瞬間に彼ら（その男女の対）が夫婦であることは考慮されない。

と言うことになる。

法的な夫婦の関係より、血が優先すると言うことになりますよね。
