#1さんがおっしゃるように、細部に間違いのある英文ですね。ネイティブ作ではないかもしれませんね。

ですが、意味をとるのにお困りでしょうから、一応以下のように説明いたします。

（Ｘ）someone else [who are] qualified→someone else [is または be または will be または should be または shall be] qualified（○）
make sure that + 文　にならなくてはいけません。あとの選択肢５つの説明は難しいのですが、とにかく S+V の形にすることが必要です。
（Ｘ）have difficulty [to find]→have difficulty [(in) finding]（○）
（Ｘ）arrangement of alternatives→arrangement for alternatives（○）
（？）on arrangement は by(/ through/ under) arrangement が普通です。on agreement が定句としてありますので、都合良く一緒に成り立つ句として手っ取り早く使ったものでしょう。
（？）call us→[contact] us  
call だと 電話する になりますが、電話でいいならこのまま、もっと幅を持たせるなら contact の方が自然でしょう。

上で申しましたとおり、 by(/ through/ under) arrangement の意味で on arrangement としたものでしょう。意味は「手配によって、手配して」という副詞句です。

前述の are qualified to take over your shift（あなたの交代制勤務を引き継ぐ資格のある、つまり、あなたの交代制勤務を正式に引き継ぐことになる）の述語動詞句を修飾しています。

同じく、on agreement（相互の取り決めによって）も述語動詞句を修飾しています。
