かと思いますが、

これは文法的でしょうか。make use ofの間違いですか。文法的だとしても否定形だと

とすべきでは。
否定するとき、英語は最初の方で否定すると習いました。

切り方の問題です。

the pledges を先行詞として
the pledges (that/which) it made
と目的格の関係代名詞が補えます。
「それ（シリア政府）がした」約束

そして、not to ～で不定詞の否定。
副詞的に「～しないように」とも取れますが、
「化学兵器を使用しないという約束」と pledges にかかるようなものです。

pledges to ～で「～する約束」と形容詞的にかかりますが、

pledges (it made) to ... と関係詞節が間にはさまっています。
