A group of people share cars, and share the expenses as well.

Over the past ten years a sophisticated system of car sharing has developed in Europe.

The impetus has been to protect the environment by reducing the number of cars
produced – the amount of energy required to manufacture a car is nearly equivalent to
the amount of energy used in two years of operation – as well as to reduce the amount
of parking space needed. An average of 12 to 20 people can share a single car.

下から4行めの文ですが、
A as well as B の部分、Aに動名詞、Bに不定詞が入っています。

byに続くのでAに動名詞が来るのは理解できます。
Bが動名詞でなく不定詞なのはなぜでしょうか？

確かに単語的には reduce が共通していますが、

A as well as B の
A は
to protect the environment by ... ―ではさまれた部分含む、
B は
to reduce the amount of parking space needed
です。

つまり、by ～ing の部分は A の一部にすぎません。

（カーシェアリングで）目指すものは～することだ。

の～すること、の部分が、A と B それぞれの不定詞句です。

A：車の生産数を減らすことによって、環境を保護すること、

B：車の駐車スペースを少なくすること

d-moveon さんはおそらく、
by reducing ～「生産数を減らすこと」と
to reduce ～「駐車スペースを減らすこと」
が両方、環境を保護するために
ようにお考えになったのでしょうが、
駐車スペースを減らすことが直接環境保護となるのか。

もしかするとそうなのかもしれません。

でも、この英語を普通に受け取ると、
上のように判断するしかありません。

筆者が書いている途中で混乱したのかもしれません。
