のように (to) と (it)を追加するとわかりやすくなります。

(to) bring (it) wrapped around a dollop of an
を直訳すると「それを餡の固まりの周囲を包んだ状態に至らせる」
→餡の固まりを包む

全体を意訳すると
→ごく普通のよもぎ餅は緑の生地であんこの固まりを包む。
