の様にdelayを進行形にする事は出来るのですか、

The train is being delayedとかでしょうね。

delayを進行形にすること自体は可能ですが、その場合は、主語が何かを遅らせたという意味になります。

英語のUsageにも
If you delay doing something, you do it at a later time.
とあります。したがってご質問のように電車が遅れた場合は、電車自体が意志をもって遅れているわけではないので進行形は使えません。

再び英語のUsageによると
If a plane, train, ship, or bus is delayed, it is prevented from leaving or arriving on time.
例）
・The coach was delayed for about five hours. (長距離バスは5時間遅れた）
・The flight has been delayed one hour due to weather conditions.（飛行機は天候により1時間遅れている）
とありますから、今現在遅れているなら、has been delayedをお使いください。
