最初の回答で「最初の before は場所を表し、後ろの before は時間を表します」としましたが、「最初の before は位置関係を表し、後ろの before は時間の関係を表します」としたほうが分かりやすいかと思います。

最初の before は場所を表し、後ろの before は時間を表します。
ここのところを直訳すれば「Glossip事件は以前（後のbefore)、最高裁の前（初めのbefore)に来たことがある」となり、原文は読んではいませんが、「Glossip事件は以前最高裁で審理されてことがある」という意味です。
