「～するかどうかで迷う」という表現

大変お世話になっております。
早速ですが、ビジネス英語（英文メール）で、以下のような表現をしようとしたいのですが、英訳をお願いできますでしょうか。

(1) 我々は、***を開発するかどうか、迷っている。
(2) 我々は、***を開発しても、商品性があるかどうか決めかねている。
(3) 我々は、***を苦労して開発する価値があるかどうか分からない

小生、よく、「～するかどうか」という表現が使えず、会話でも困っています。上記例文を教えていただければ、頑張って身に着けたいと思います。
よろしくお願いいたします。

ご参考までに・・・

(1) We are debating whether to develop *** .
(2) We just can't decide whether it has merchantability even if we develop ***.
(3) We are not sure whether it's of value to put our efforts into *** development.

こんな感じでいかがでしょうか？

「迷う」という語句を使わなくとも、別の言い方で言えばさほど「迷う」こともないかと思いますが、如何でしょうか?

We are still unsure if we should develop...
We are still not sure if.....
We are still not firmly convinced if...
We are still unconvinced if....
We are still undetermined if...

The xxxx project is still under our due/serious/further
consideration.
これだけは対外的にはかなり「建前的な用法」です。
「本件は我が社で慎重に考慮しておりいまだに結論は出ておりません」、結局のところ「多分駄目でしょう」みたいな雰囲気を匂わせて将来へのお断りの伏線を張る時などに使います。

we should develop a new ***
2) We haven't figured out how much market-
able it is, even if we develop a new ***
3) We haven't reached a decision on it is worth the strugle we develop a new ***

他に"wonder whether","at a loss as to",
"think about"とか。
どなたかもっといい答えがどんどん出てくると
思いますが。

figure out とか、 wonder wheter とかは、難しい言葉ではないですが、とっさに出てこないのは、やはり私の経験が浅いのでしょう。

1,We haven't made up our mind whether we developt *** or not.

2,It remains to be seen that *** will hit the shelf even if we are abe to devlop it.
3,We are not quite sure if it worth the development expense.

made up one's mind は、学生時代に勉強したのに、すっかり忘れていました。
wheter ～ or notは、使い易いので、多用させていただこうと思います。
hit the shelfという表現も勉強になります。
～する価値 worth ～でいいのですね。簡単でよかった。
