汝、耳をほじくってよく聞け、時とは“今日”以外の何者でもないことを。

Listen up はListen carefullyと同意語で
Listen up that . . . .　Listen up what . . . .「汝、よく聞け・・以降を」と訳せばそれ以上の説明は不要。

What’s the time?　は「いま何時ですか？」もしくは「時とは何んぞや？」の後者を意味を使用。

I said today.
このsayは自動詞でtodayは副詞で「私が今日言った。（発言する）」
It said today.
The clock said midnight.（時計は真夜中を刻む。）と同様の構文で、このsayは他動詞でtodayは名詞で「それは今日を刻んだ。（意味する）」となるはず。

ただ、同じ構文であっても下記の様に文脈により変る気もする。
What’s the dumbest thing you heard said today?
は前者の構文を取り
What’s the time said today?
は後者の構文を取る。但し、確証はない。

後は
It said today.の構文の主語である
主語であるItが“ What's the time“に置き換わるだけである。
Listen up “it” said today.
Listen up “What's the time” said today.

(1) listen up は「....を聞け」という命令です。

(2) what's the time said today = what has the time said today =時が今日語ったことを
まとめると "listen up what the time has said today"「時が今日語ったことを聞け」
歌詞には裏の思想が隠れているようで理解が難しいですね。裏の思想はお分かりですか？　曲全体の訳が下記にありますが、趣旨が私には難解です。
