Kennedy
あとは、この名詞を修飾しているだけで、これは文ではないです。
主語と動詞は無い、文の一部の名詞ですね。

元の文章は下記のようでKennedyが主語で動詞がwasもしくはisでも良いのかと推測します。

Kennedy was riding through the streets in their open car and smiling and waving to enthusiastic crowds of spectators.

この文章が、分詞構文の形を取り
↓
Riding through the streets in their open car, Kennedy was smiling and waving to enthusiastic crowds of spectators.
最後にはKennedyを前に持ってきて動詞を省略した倒置文になったと推測します。
↓
Kennedy riding through the streets in their open car, smiling and waving to enthusiastic crowds of spectators.

今まで倒置文と思われる文章を見てきましたが、普通は平常文の原文を倒置するために、原文の単語は全て使うのが一般的で(コンマのみ付け足しや省略が可能)のように見受けましたが、動詞を省略した倒置文は今回で３度目となります。
