↓のitはGreece's Civil Protection Ministry で海上保安機関に命令を出した機関です。

このあとが分かりません。where applicableをどう訳すのか。そのあとも訳し方が分かりません。
教えてください。お願いします。

それ（市民保護省）がまた述べたところでは、東部地中海のより幅広い海域は、小艦隊に参加していると伝えられる船舶の動きが、該当する場合、それらを追尾するための電子的手段によって連続的に監視されるそうだ。

☆　あまりうまく訳せていませんが、電子的手段で追尾するのは、船舶の動き、そうすることで監視されているのは、東部地中海のより幅広い海域です。また、where applicable は、監視対象の船舶の動きが、「（追尾の基準に）該当する場合」と言うことだと思います。
