It is ...for to の形式主語構文

It is necessary for education to increase the time when students study by themselves.


という文を書いたのですが、for educationという主語はおかしくないでしょうか？
for以下には普通、人が来ているので、この表現で良いのかどうかわかりません。
どなたか教えて下さい、お願いします！

人か物かというよりも、「教育」が「増やす」という動作の主語になるのかどうかで判断しなければなりません。

education は increace の主語にはなりません。

In education, it is necessary for students to increase time to study by themselves.
※質問文の中の単語を使いながら英作しました。In education はない方がいい文になると思います。余計なことを言い過ぎている感があります。
※「～する時間」の意味では time は無冠詞です。

Students must increace time to study by themselves.
Students should study by themselves longer.
この文なら簡潔に伝えたいことが表現できます。

　確かに、necessary for [人]が多いように思いますが、necessary for [物/事など無生物]も用法としてはあります。

辞書にもfor [人]より少ないようですが、for [無生物]の例文の記載がある場合もあります（It is ...の形は見つけにくいですが）。

　it is necessary for [無生物] toは、文法破りとは言えないけれど、あまり言わないといった感じでしょうか。

　これは、婉曲的に和らげて勧めたり、忠告したりということに使う言い方の一つだということがあるかもしれません。無生物なら遠慮は要らないわけですので。
