問題＊本文によれば、イングランド人をsleeping-walkerと呼べるのはなぜですか。

Here are a couple of generalizations about England that would be accepted by almost all observers.
One is that the English are not gifted artistically.
They are not as musical as the Germans or Italians, painting and sculpture have never flourished in England as they have in France.
Another is that, as Europeans go, the English are not intellectual.
They have a horror of abstract thought, they feel no need for any philosophy or systematic ‘world-view’.
Nor is this because they are ‘practical’, as they are so fond of claiming for themselves.
One has only to look at their methods of town planning and water supply, their obstinate clinging to everything that is out of date and a nuisance, a spelling system that defies analysis, and a system of weights and measures that is intelligible only to the compilers of arithmetic books, to see how little they care about mere efficiency.
But they have a certain power of acting without taking thought.
Their world-famed hypocrisy – their double-faced attitude towards the Empire, for instance – is bound up with this.
Also, in moments of supreme crisis the whole nation can suddenly draw together and act upon a species of instinct, really a code of conduct which is understood by almost everyone, though never formulated.


ここまではなんとなく訳せたのですが、次の２つの文の意味がわかりません。

The phrase that Hitler coined for the Germans, ‘a sleep-walking people’, would have been better applied to the English. Not that there is anything to be proud of in being called a sleeping-walker.

１）狙いは理解できるのですが、やや高校生には荷の重い問題だと思います。

　著者の前段で言っていることを箇条書きにしますと

　ア）イギリス人は、芸術的才能がない（the English are not gifted artistically）
　イ）イギリス人は、知的でない（the English are not intellectual）

　以上は、外国人の見方です。しかし、著者は、彼自身がイギリス人の特徴と思うものを挙げます。

　ウ）あまり考えずに、行動する能力を持っている
　　　（But they have a certain power of acting without taking thought. ）

２）こう整理しますと、最後の２文にある、‘a sleep-walking people’というのは、上のウ）のことを言っていることが分かると思います。「夢遊病者」は、何も考えずに動き回るわけですから、「あまり考えずに、行動する能力を持っている」ことと通じるわけです。

　出題者の狙いは２つあります。

　i) 全体の構成を理解し、‘a sleep-walking people’が、ウ）の部分のことだと分析できるかどうか。ここで躓くと、０点になります。（こういう出題はあまりよくありません。というのは、ここを間違えると、後で違った部分を訳すことになり、それがどんなに見事にできても、０点になってしまうからです。使う時間はまったくの徒労となります。）

３）上の passage では、その例証として、帝国主義に対する表と裏の態度をとるような偽善性、と、国家の危難の時には、言葉で明言されないでも一種の本能によって団結し協働することができる能力が挙げられています。

　解答に帝国主義の部分を入れるかどうか迷いますが、そこも採点に加味されていることも想定して入れておくにこしたことはありません。大体次のようになります。

　「イングランド人は、特に言葉によって概念を形成し、それに基づいて行動するのではなく、ぼんやりとした一種の本能によって、団結し協働することができる能力を有している。それはある場合には、帝国主義に対する２面的な偽善性となって現れることもあるが、戦時における国民の無意識の団結という形でも現れる。そうしたところが、何も意識的に考えずに動き回る夢遊病者に似ていると著者は考えている」

　ヒトラーがドイツ人のために作った「夢遊病的国民」というフレーズは、イングランド人のほうによりよく当てはまったであろう。もちろん「夢遊病」と呼ばれることに何か誇るべきことがあるなどというつもりはさらさらないのであるが．．．

　となります。Not that ～というのは、前に行なった陳述に対し、「～というのではないが」と、留保をつけるときに使う表現です。

５）回答してみて、高校生には無理な出題だと確信しました。できなくてもあまり気にする必要はないです。できる受験生はほんの一握りいるかいないかだと思います。

しかしこれは、イギリスす人にはもっとよく当てはまる。べつに「寝ながらあるく者」と言われても誇るべきことではないが、、、

＞　ヒットラーがドイツ人を評して作った「夢遊病者」という言葉は、イギリス人には、もっとうまく当てはまる。別に「夢遊病者」と言われても自慢にはならないけど、、、
